Some positive updates have been made to streamline the sales confirmation process. Starting September 1, 2023, for January 1, 2024, effective dates, Benefits Summary Reports (BSRs) will no longer require signatures for any group size. An attestation is being added to the Washington and Alaska fully insured and self-funded rate exhibits stating that the signatory has reviewed the associated plan design documents and is authorized to sign on behalf of the group.
For self-funded groups, the new attestation language will appear on all rate exhibits once the update goes live in regardless of the effective or start dates of the process change. This could mean initial rate exhibits that didn’t previously have the updated language could now have it if a revised version is sent out after September 1.
It’s important to note that to meet legal requirements, when the rate sheet is returned to Premera, the benefit document that was reviewed and approved must be attached to the email together with the rate sheet, however, it no longer needs to be signed directly. Additionally, Preferred Choice doesn’t require sold plan design to be paired with the signed rate exhibit. This won't impact packages that are currently in the market. Coverage Selections, Rates, Administrative Fees Agreement
Having reviewed both the above Rate Exhibit and Administrative Services Fees Exhibit and the associated plan designs, which have been separately provided for my review, I affirm that the coverage selections and corresponding rates/administrative fees are correct and that I am authorized to sign on behalf of the group.
